Water authority to estimate bills this quarter

DOWNINGTOWN — Chalk up one more victim to 2014’s wild winter: the Downingtown Municipal Water Authority said this week that because of the snow and poor weather, it would be generating bills based on estimated usage, rather than meter reading. Authority officials caution that estimated reads are just that, estimates based on previous readings during the same time period.
