Hartshaw, Jr, 44, of Downingtown and East Fallowfield, was cited for disorderly conduct following an incident in the 300 block of Highland Avenue shortly before 11 a.m., Downingtown Police said.\u00a0 Hartshaw was extremely upset about someone&#8217;s parking in an on-street parking space that he had just shoveled out, police said.\u00a0 When the driver pulled into the spot, Hartshaw screamed at her and then shoveled a large amount of snow against the vehicle, police said.\u00a0 The driver was so shaken by Harshaw&#8217;s actions that she contacted authorities, police said.<\/p>\n<p>Sometime between 5 and 5:40 p.m. on Saturday, Feb. 22, in the parking lot area of Planet Fitness in the 100 block of East Pennsylvania Avenue, \u00a0two vehicles had windows smashed out, Downingtown Police said.\u00a0 One vehicle&#8217;s window replacement was estimated at $300, and the other at $250, police said. \u00a0One vehicle claimed nothing was missing from inside; \u00a0the other had a Michael Kors purse, which was valued at $600 and contained credit cards, a birth certificate and other items, as well as $300 in cash stolen, police said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Downingtown Police say he became irate after driver pulled into spot he shoveled On Friday, Feb. 21, Donald G.
