{"id":22313,"date":"2020-09-19T08:20:41","date_gmt":"2020-09-19T12:20:41","guid":{"rendered":"https:\/\/downingtowntimes.com\/?p=22313"},"modified":"2020-09-19T08:23:06","modified_gmt":"2020-09-19T12:23:06","slug":"county-to-investigate-covid-19-testing-program-make-seek-to-recover-payments","status":"publish","type":"post","link":"https:\/\/downingtowntimes.com\/?p=22313","title":{"rendered":"County to investigate COVID-19 testing program, may seek to recover payments"},"content":{"rendered":"<div id=\"ctl00_ctl00_MainContent_ModuleContent_ctl00_UpdatePanel\">\n<div class=\"single\">\n<div class=\"item fr-view\">\n<div class=\"content\">\n<p><a href=\"https:\/\/downingtowntimes.com\/wp-content\/uploads\/2020\/09\/ChesterCountyLogo-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-12533\" src=\"https:\/\/downingtowntimes.com\/wp-content\/uploads\/2020\/09\/ChesterCountyLogo-1.jpg\" alt=\"\" width=\"303\" height=\"300\" \/><\/a>WEST CHESTER \u2014 The Chester County Commissioners announced this week an investigation would begin into what appear to be failed antibody tests the county rolled out this spring in the battle to contain COVID-19 \u2014 and may attempt to claw back some of the $13 million of CARES Act funds the county spent on the tests.<\/p>\n<p>In a statement issued this week, the Commissioners explained why they opted for the antibody tests \u2014 a shortage of nasal swab tests (despite claims at the time by the county Health Department that they were an ineffective way to monitor the spread of the virus in the county), and how Advaite&#8217;s test was selected.<\/p>\n<\/div>\n<p>The statement \u2014 posted quietly on the county&#8217;s Web site this week and not sent directly to local media outlets \u2014 is as follows:<\/p>\n<div class=\"content\">\n<p>&#8220;Even before COVID-19 made its way to our region, Chester County\u2019s Health Department enacted a public health plan that ensured our businesses, schools and universities, hospitals, long-term care facilities, non-profits, churches and citizens were informed of the virus, its potential impact, and the ways to try and control it.<!--more--><\/p>\n<p>&nbsp;<\/p>\n<p>&#8220;COVID-19 did not come with its own \u201cplay book.\u201d \u00a0It has been a fluid and ever evolving situation. But from the start, Chester County has been determined to assess and evaluate as many options as possible to control the spread of the virus. So, in addition to providing information, investigation and contact tracing services, our public health and emergency response teams researched and evaluated multiple COVID-19 testing options. \u00a0The County\u2019s search for various testing options led to recommendations by many individuals suggesting a variety of potential solutions. \u00a0But ultimately, it was the County\u2019s public health team that evaluated the potential solutions and provided advice on what was feasible and what was not.<\/p>\n<p>&#8220;Knowing that there was a significant delay on nasal swab test kits, the public health team determined that antibody tests would be a potentially good interim measure. \u00a0The antibody testing would be one tool in the County\u2019s COVID-19 data collection toolbox, used before enough nasal swab testing supplies could be produced and obtained.<\/p>\n<p>&#8220;After evaluating multiple antibody tests, Chester County\u2019s public health team recommended use of the Advaite test. \u00a0Initial use of Advaite\u2019s antibody tests produced seemingly reliable results. \u00a0It was not until after a routine review of some results over a specific time period by the County\u2019s public health team, that a higher number of positive test results than expected, began to occur.<\/p>\n<p>&#8220;Because the public health team was key in evaluating the credibility of Advaite\u2019s antibody tests and approving them for use by the County, their concerns about potential false positives were immediately taken seriously when relayed to the Director of the Chester County Health Department. \u00a0An immediate investigation by the Health Department included contact with Advaite to request an evaluation of the efficacy of the antibody tests administered during the specific time period. \u00a0The Health Department also conducted an internal audit of its antibody testing processes, and during this time, did not post questionable antibody testing results on its website, to prevent dissemination of potentially false information.<\/p>\n<p>&#8220;Because further analysis was needed to identify whether the antibody test results during the specific time period were truly inaccurate, it was determined that a blanket communication should not be sent to those who potentially received inaccurate antibody test results. \u00a0Two weeks later, the Chester County Health Department was still not able to conclusively identify the cause of the potentially inaccurate test results. \u00a0At that point all patients would have completed the recommended consult with their physician as well as quarantine. \u00a0In hindsight, communication noting the potential inaccuracies of the antibody tests should have been provided to test recipients on the affected days. \u00a0The Chester County Health Department has since sent communication to all potentially affected test recipients, offering the option of a second, different, antibody test.<\/p>\n<p>&#8220;The Chester County Commissioners takes seriously the responsibility of Chester County government to follow policies and procedures that ensure the best possible services and programs are made available to citizens at all times, including during a global pandemic.
